Primary Function:
The Director of Organizational Development and Human Resources is part of the Executive Leadership Team. The qualified candidate is responsible for providing strategic leadership in the development and management of NHS? Talent management strategy to ensure that NHS has the people it needs to carry out its mission. The position is responsible for the development, implementation and monitoring of all Human Resource policies and programs to include recruitment, on-boarding, employee relations, compensation, benefits, employee services, learning and succession planning. This position is also responsible for overseeing the continued training and education of the NHS workforce. The position is responsible for developing and implementing effective employee communication strategies in conjunction with the senior leadership team. To accomplish these functions, he/she will partner with senior leadership to develop and build key initiatives and programs that are aligned with NHS? business plans and strategic objectives.
The successful candidate will be responsible for the strategic human resource planning to provide NHS with the best people talent available and to position the company as Chicago?s Community Development Employer of Choice by being aware of policies, practices and trends within the industry, and best practices spanning both nonprofit and for profit companies. The successful candidate must be able to work with a diversified workforce. Most importantly, the successful candidate will have a proven track record in evaluating, redirecting, and setting in place the building blocks for an adaptive culture?a necessity given the uncertainty of the housing market today.

Duties and Responsibilities:

  • Serves as a Senior Advisor to the Executive Leadership Team on all aspects of Human Resources, helping to ensure that NHS has the talent and commitment necessary to achieve its mission;
  • Partners with senior leadership to monitor and further define NHS? culture, focused on promoting an empowered and engaged workforce, delivering results and fostering positive staff morale;
  • Develops staffing strategies and implementation plans and programs to identify talent within and outside the organization for positions;
  • Translates NHS? strategic and tactical business plans into HR strategic and operational plans;
  • Develops and leads a strong team of Human Resource staff;
  • Formulates and implements all Human Resource policies, services and programs in line with NHS? values and principles;
  • Develops, implements and evaluates programs and processes for succession planning, talent mapping, performance assessment, and leadership development;
  • Develops an on-going training program for all staff concerning the economic, societal, and political needs for NHS (its mission) as well as policy tools available to address those needs (its strategy). Including identification of critical skills needed by function for NHS? mission and the creation of a technical and managerial skills development plan by position, which will also include necessary certifications, etc.;
  • Establishes wage and salary structures, pay policies, performance management programs, employee wellness and benefit programs;
  • Establishes an effective approach to employee relations including staff communications,employee engagement, conflict resolution, recognition, and employee feedback programs;
  • Coaches and counsels unit leaders on highly confidential and complex human resources and employee relations issues;
  • Evaluates the Human Resource division structure plan for continual improvement of efficiencies and effectiveness as well as providing individuals with professional and personal growth opportunities (where possible) for individuals;
  • Fosters cooperative working relationships between NHS neighborhood offices and the NHS? central office.

Key Working Relationships:
Internal: Executive Director, Executive Leadership Team, Neighborhood Directors.
External: NHS Board, HR executive staff from peer agencies and external legal counsel.

Mandatory Job Qualifications:
Knowledge, skills and abilities:?The Director of Organizational Development and Human Resources will be a proven strategic leader with hands-on operational oversight and broad-based business acumen, strategic insights, sound judgment and proven, in-depth leadership experience. The individual will possess the following:

  • Bachelors degree in Human Resources, Masters degree in business, human resources or related discipline, (or equivalent experience) and SPHR certification, preferred.
  • Minimum of 10 years broad based human resource experience with a focus for an organization as a senior manager or higher.
  • Strong leader of people with well-developed teambuilding and influencing skills, unquestioned integrity, and the experience, confidence and stature to effectively address sensitive HR issues.
  • Strong decision-making skills and able to solve the most complex of problems.
  • A quick study who is able to utilize personal wisdom and experience to come to the best solution in uncertain circumstances.
  • Ability to multi-task and use multiple problem-solving tools and techniques.
  • Exceptional presentation and writing skills.
  • A proven and passionate trainer and educator of diverse workforces.
  • Ability to assume this senior leadership role in a fast paced, changing economic environment.
  • Willingness and ability to travel to the Chicagoland area to work closely with teams at Neighborhood offices and other NHS locations.
  • Ability to speak Spanish a plus.
